Opens the SQLite database at fileName and returns the resulting DatabaseConnection.
fileName can be a path, a file: URI if SqliteOpenFlag.URI is set in flags, or :memory: for a private, temporary in-memory database. vfs selects the virtual file system to open it with, or the default one if null.
Throws
if opening the database fails or a registered AutoExtension fails.
